[My 2 Cents]
Note: I did not read any of ENGKAH's annual reports.
However, based on the historical financial information, it seems like the business of ENGKAH is declining in term of sales, operating profit & cash flow. If operation is not performing that explains why the dividends are much lower as compared to the past.
Declining business & current price is slightly above the NTA, for me it will not be an attractive investment as of 28th July 2019.
